This unusual seal impression contains only the title “Governor of the city,” without the name of the person who possessed the title. The two figures in pseudo-Assyrian style probably depict the governor, with his hand raised, indicating his submission and loyalty to the king. This seal may have been handed down with the office, rather than belonging to a single individual.
