Which king is referred to may depend on the date of the ostracon, about which scholars differ. If it dates to the ninth century B.C., the king would be Joash (of Judah); if seventh century, Josiah (of Judah). See the discussion in the BAR article “Three Shekels for the Lord,” BAR 23:06.
