After the dying process is complete the wool is then ready to be used to make the blue threads woven into the tzitzit, ritual fringes (shown here, compare with photo of handful of wool) that hang from the edge of a tallit or prayer shawl. Different traditions of how to wrap and tie the fringes are shown here.
